Transferring queen cup to failing hive

We are new beekeepers and bought 2 nucs. After checking them yesterday and I can admit it had been a while since we looked closely, one hive is not doing well at all. There are both workers and drones, but no capped brood. We didn't see a queen when we installed but there were signs she was there. I'm guessing she died or failed.

The other hive is growing fast, with all signs of a queen (once again, we never found her when we installed and haven't seen her), however this hive has several capped queen cups. We don't think they made these for space reasons; they have lots of space: 2 deep boxes and not all combs made yet. We are not sure if we should do anything but let nature take its course - maybe their queen failed and they were able to replace her. We just have no idea.

My question here is are we able to move one of the queen cups to the queenless hive? Is that a thing? If so, how do we do this?
